Who should use the reference framework, when and how?
The reference framework can be used by different local authorities: small or large cities, intermunicipal bodies, territorial institutions, stakeholders and urban or territorial development professionals to help develop and implement a sustainable and integrated approach to urban development. It can be adapted to differing local contexts and requirements, such as a comprehensive urban strategy, a particular project or a public policy.
It is for each local authority to decide how it wants to apply it. Some may use it as an internal tool to foster wider understanding of sustainability issues across political and technical teams; other authorities may share it as a tool for dialogue with local stakeholders and citizens. The reference framework can also help to create links and networks with other cities across Europe.
The Reference Framework tool is structured in the following way:

The Reference Framework tool is structured in the following way:
- A users’ guide giving you instructions and recommendations on how and when to use the reference framework and its associated tools,
- Questions and tools to help you characterise the current situation of your city and identify its main information and key urban development issues
- Questions and tools to help you adopt an integrated urban development approach,
- A set of suggested indicators and visualisation tools to help you monitor the progress of your territory,
- Relevant documentation with direct access to European or national reference texts, city illustrations and other interesting documents relating to the European sustainable city,
- The basis for a common platform of dialogue between European local authorities and professionals, linked with other networks.
